Historical Investigation On The CPC's Theory And Policy Of Social Construction Since Reform And Opening Up

Since reform and opening, the social construction is lagged far behind China's rapid economic development, which becomes the bottleneck restricting the further development of China. During the process of the reform and opening up and socialist modernization, the CPC persisted in taking economic construction as the central task, while engage in the great practice of social construction. Tireless exploration and research were made to solve the new circumstances and new problem emerged in the process of social construction. The social construction theory is developed and enriched, and relative policy arrangement is made by the CPC.Started from the valuable documents of social construction implemented by the party and the state, combined with the practice of social construction, the historical background, the theoretical development and the policy arrangement of the social construction in different periods are analyzed in this paper. On this ground, the historical development of the social construction theory and policy made by the CPC is illustrated, so as to have a better understanding towards the historical process of the CPC's exploration on the laws of governance, socialist construction and the development of human society. With that understanding, the theory, line and policies of building a harmonious socialist society can be accurately unscrambled.In the initial period of reform and opening up, the overall idea of feeding the people first, then building up the country is put forwards by the CPC Central Committee with Comrade Deng Xiaoping at the core, which was to coordinate the relationship between the livelihoods improvement and the production growth. Since the Fourth Plenary Session of the Thirteenth Central Committee, the idea of promoting all-round social progress is repeatedly underlined by the CPC Central Committee with Comrade Jiang Zemin at the core, the main target to promote social harmony is brought forward. Since The Sixteenth National Party Congress, the strategy of building harmonious socialist society is made by the CPC Central Committee with Comrade Hu Jintao at the core, the overall layout of socialism with Chinese characteristics is developed from a three-in-one system to a four-in-one system. With these guidelines, the Party carries out the overall arrangement of the social construction in different periods.Though the research, we find that the basic concept and requirements of social construction has been brought forwards at the initial period of reform and opening up. Although the policy arrangement of social construction wasn't specified separately, however which was implemented within the arrangement of economic construction, political construction and cultural construction. With the forming of the four-in-one system, the strategic position of social construction is highlighted, the weak link which has been long existed in the process of reform and opening up is recognizably clear to us, which helps us to make more concrete policy on social construction. This is a gradual historical process. The 17th National Party Congress is an emblem for the maturity of social construction theory and policy.Through historical investigation about social construction theory and policy made by the CPC since reform and opening up, we also realize that to carry out social construction policy, the important formula of emancipating the mind must be insisted, so that we can realize the scientific development focus on people, guarantee social justice and boost an all-round human development.
