Scientific evaluation of talent is the basis for building the talent ranks and is the key for good use of talent and to achieve "utilized, can make the best use". However, traditional methods of talent evaluation focused on the tester's knowledge, performance and qualifications, and thus often overlooked on the measured object's motives, attitudes, qualities and personal characteristics. Competency assessment is a new type of human resources evaluation and analysis technology, which try to find out a combination of competence ability for the requirement of a particular job and to explore the most important behaivour, skills and knowledge which affect the success of an individiual. Because of high accuracy in performance estimation, the Competency evaluation is widely utilized for the employee's selection, evaluation, training and development, performance management and succession planning.Military hospital gradually developed with the military development and the treatment needs of sick and wounded. Moreover, in the new period in order to adapt the market and development, objective to win the goal based on the battlefield, and find the innovative way which combined soldiers with civilians through the tireless efforts. However, in recent years, with the streamlining and reorganization of the military hospital, medical and technical cadres, in particular, key numbers of nursing were transferred to civilian work, which has seriously affected the quality of hospital care. Therefore, nurses from the place were recruited to a large number of military hospitals and now a good many of employed nurses became the head nurse.And the competency assessment for the employed head nurse becomes a new topic for military hospital human resources management.The purpose of this study is to interview employed nurses in the military hospital drawed from behavioral event interview (BEI). Then the competency model is established by obtained information and conduct code analysis which provides a feasibe, scientific and quantization methods of the nurse employment selection, training, performance appraisal , and payment scheme in the military hospital.In this study, selected employed head nurses from four military hospitals as study samples. Referencing the research of the Ministry of Health– the essential competency dictionary for the competence of sanitary institution manager and combining the specificity of military hospital care management, the competency dictionary was revised, supplemented and perfected to form the competence dictionary of employed head nurses in military hospital; Then we collect interview information and conduct sample code with Behavior Event Interview (BEI),; Finally,the code results statistical analyzed by using the frequency, the average rating scores and the highest rating scores from the blue-chip group and level group performanc were used to establish the competence model of the employed head nurses.The main results of this study:(1) formed the Competency assessment system of the employed head nurses in military hospital, identification of job competence, including the dedication, passion for work, the development of subsidiary, coordination, innovation, adaptability, motivation, loyalty, team leadership, ability to learn and self- control, self-confidence so 12,built the employed nurse job competency model.(2) making the use of competency characteristics to check the statistic results, obtained the standard competence of employed head nurses, including communication skills, combat awareness, service consciousness, attention to quality and order, integrity, supervisory ability, fairness and justice, social responsibility, correlated knowledge and skills.(3) established the "Military Hospital employed head nurses the competence dictionary", including the 30 competencies offering a reference for other competence research in the military hospital .This study is a exploratory study, that competency research methods was used in the human resource management of employed head nurses in military hospital . Although there are many problems and shortcomings during the research process, the study results will provide standards and foundations for personnel selection, training, performance appraisal, compensation design of the employed head nurses, and provide a scientific method for human resources management in military hospital...
