The post-oriented training is the beginning of the career for newly-employed police and it is an important and necessary way to change them from local youth to qualified people's police.The quality of the training has effects on their role transition,acquisition of basic competence,development of professional awareness and attitude,and is of great significance to the overall construction and future development of the police force.The survey found that post-oriented training for newly-employed police in Shanghai Public Security Bureau still continues the centralized training style focusing on knowledge and skill impartation.Poor pertinence of the training leads to poor training performance and limited improvement on their post competency.In view of the weak pertinence and performance in the current post-oriented training for the newly-employed police,this study tries to apply the competency theory to the research on the post-oriented training,in order to improve the quality of the training.This study was performed based on the comprehensive review and investigation of post competency of police and post-oriented training for newly-employed police at home and abroad.Firstly,this study investigated the current situation and existing problems in the post-oriented training for the newly-emplyed police in Shanghai through practice in work and question naire.Then analyzed the reasons from the perspective of competency theory.Secondly,based on the previous research results,the author analyzed and extracted the competency indicators for newly-employed police through interview and questionnaire,and constructs the competency model of by statistical analysis.Finally,based on the competency theory,this study puts forward the improving measures for post-oriented training for newly-employed police in Shanghai.The competency model for newly-employed police in Shanghai established in this study included the following 5 aspects together with 20 indices:(1)Professional knowledge: basic knowledge of laws and regulations,basic knowledge of police affairs and professional knowledge of police types;(2)Professional skills including the abilities working with general public,for public security document preparation,and in investigation and analysis,force use,emergency handling and information-processing;(3)Occupational quality including legal awareness,team-work abilities,service awareness,dedication,impartial and honest;(4)Physical and mental health in cluding strong physique and abilities for self-control and adaptability;(5)Personality characteristics including firm will,ideal and belief,enterprising spirit and independent learning abilities.Based on the competency theory and combined with the competency model for the newly-employed police in Shanghai,the following improving measures were proposed: training concept transformation,carrying out investigation and analysis aim to the training needs,establishment and optimization of training programs and training performance assessment.Using competency theory,this study focuses on solving the problems of weak pertinence and effectiveness in the post-oriented training for the newly-employed police,so as to provide reference for improving the quality in the post-oriented training for the newly-employed police in Shanghai and even China.
