Section head of civil servants post-oriented training is an important way to strengthen the construction of the civil service ability comprehensively,is the key to strengthen the construction of a service-oriented,innovative,a learning government,directly related to the quality of public service and social governance."The 'much starker choices-and graver consequences-in planning' administrative organs of civil servants training outline",has been clear about with the basic principles of the civil service training,the training goal and primary mission.Section head of civil is the most grassroots cadres.The post-oriented training is the foundation of section head of civil training and the main body,is the ability of section-level officials quality and the important measures to improve the efficiency of government administration.Baotou as a manufacturing and industrial center and the largest city in Inner Mongolia,the Huhehot-Baotou-Yinchuan economic belt,the Huhehot-Baotou-Ordos urban agglomeration in the central city,has always attached great importance to section head of civil servants training and employment.This paper using the competency structure model theory,human post matching theory and effect evaluation theory,conducts questionnaire survey and informal interview on trainers who attend post-oriented training of section head cadre of Baotou from 2014 to 2016,points out the present problems existing in post-oriented training,understand the current in Baotou section head of civil servants training in training consciousness weak,the training content detached from the actual demand,lack of system management and evaluation system and so on.Meanwhile,the paper borrowed from foreign such as France,Britain,Singapore and Jinggangshan,Weifang,Nanning and other regional cities of department section head civil servants training successful practices and the advanced experience,putting forward suggestions from changing ideas,sound system,to carry out the demand analysis and evaluation of advances some countermeasures for strengthening the training of Baotou section head of civil servants for advice.Hopefully,this research can have guidance and reference significance to northern China,especially in ethnic minority areas reveals city theory and practice of the construction of civil servants.
