Internet Access: A New Approach Of Political Participation In Transformation Period

The vulnerable groups have strong desires to express political demands, and the growing of the network technology and the evolving of culture values support people to participate in politics.Through reviewing the "Letters and Visits" and "'readers' letter", we can draw a conclusion that, the internet becoming an approach of political participation is inevitable and reasonable. Some characteristics of internet are also responsible for that.The internet is playing a more and more important role in the system of political participation, and its impact is evident. Government officials, netizens and opinion leaders compose the subject of the access of internet. They contest the voice by setting internet agendas. By analyzing the Deng Yu Jiao case and data released by CNNIC, we can see that the netizens have grass-roots pattern, the Government's opening attitude sometimes can't gain understanding in return, and some opinion leaders' motivations and impact worth calm inspect.Institutionalization is the choice which internet political participation must adopt, if the approach wants to maintain lasting valid. That needs a complete regulation to guarantee it work orderly. Political participation via internet should not endanger the political stability, low the decision-making efficiency, nor undermine the public order. Political participation via internet should be an act of expression rather an act as expression, and its regulation consist of citizenship, capacity of netizens, moral self-discipline, and laws.
