Research On The Rural Goverance Under The Background Of New Rural Constuction

Based on the background of socialism new rural construction , this paper analysis the problem faced by rural governance mechanism after agricultural tax exemption from the party state and social aspects, putting forward countermeasures of reconstructing rural goverance system to promote economic development and social progress.China is a large agricultural nation, rural governance and development is always the important content of our country's development, the several times of rural governance reforms after the founding of Republic of China have produced significant influence on rural social, economic and political life.As the governance mechanism in rural areas, "Village-govern-township-politics" management system shows great effect, but it also produces several problems, such as village "two committees" contradiction,the farmers'burden,the slowing rural development , rural public affairs management issues further behind ,etc. To alleviate the burden of the peasants and promote rural modernization, the CPC made the great decision of constructing socialisism new countryside at the 5th plenary session of 16th central committee, tax exemption close followed. There is no doubt that it helps to reduce the burden of the peasants and rural masses relationship, but along with the development of society and economy, rural social basic structure has changed, it need to ponder on how to adjust the rural governance mechanism to play an active role .Rural governance requires several main synergy, national power has been playing a leading role in rural governance. Rural governance is actually under the guidance of the government,This management system has manifested many problems under the background of new rural construction. It has important significance to analyze the structure, operation process, restricted factors of rural governance mechanism in circumstances of rural infrastructure and external environment has changed. Rural governance should not be a top-down unilateral process, it should take full account of the countryside and the farmers'acceptance. Rural governance is a benign interaction and coordinated development process of top-down system design and bottom-up farmers action, It is a two-way interaction process of power operation. Coordinating the factors influencing rural governance performance and Constructing cooperative relationships is a feasible path to promote rural governance crisis after tax exemption.
