In 2004, the principle of "the state respects and protects human rights" was included in the Constitution, which marks that human right is one of the fundamental values on which to build the country. The importance of human rights education is also emerging increasingly. The main content of human rights education on college level is human rights laws, and the major target of the education are policies and legal workers. Based on these two points mentioned above, the proposition about "offering course on human rights in police vocational academies" was proposed. Through expatiation of the general meaning of offering course on human rights in police vocational academies and empirical analysis of the awareness and values of human rights of the students in the judicial police vocational college where the author is in, the thesis presented the importance and necessity to offer course on human rights in police vocational academies, and proposed preliminary conception of opening course about human rights in police vocational academies. The first part of the thesis analyzed the relationship between teaching of human rights law and education of human rights, stated the meaning of implementing human rights education in police vocational academies, and pointed out that the human rights law should be set as a separate course, but also mentioned that the current situation of its marginalization should be confronted. The second part of the thesis represented the real necessity and actual demand of offering course about human rights in police vocational academies, by empirical analysis of the questionnaire survey on the awareness and values of human rights of the students in the judicial police vocational college where the author is in.The third part of the thesis was author's preliminary conception of opening course on human rights in police vocational academies. About the course objective, the author stated that the main purpose of teaching human rights law is "developing attitude to human rights". And the course content should be consisted of the following two parts: the basic principles of human rights and practices. It is expected that the students could analyze the hot issues about human rights with the basic principles of human rights. The course was suggested to be arranged in the second half term of Grade two and the first half term of Grade three. In respect of teaching method, it was mentioned to pay attention to dealing with the relationship between theory and knowledge, consciousness and faith, and emphasized the importance of interactive teaching as well as using of modern teaching tools during teaching process.
