With the development of society and economy, Chinese government has been deeply aware that human resource is more important than material resources and technical resources. Human resource management is very important not only to the government but also to the civil servants. How to improve the enthusiasm of the civil servants and administrative efficiency has become an important topic for our government. But in practice, the enthusiasm and potential of civil servants is still have not been excavated. Because the current incentive mechanism in China pay too much attention to the material incentives, while neglecting non-material incentives, so the non-material incentives is out of place, existing some problems such as non-material needs is defecting, incentive methods shall not be treated and other issues. Therefore, if we want to enhance the enthusiasm of the civil servants and improve administrative efficiency, reduce administrative costs, we should establish and improve Chinese civil servants'incentive mechanisms, in particular non-material incentives, which is the basic point of this study.In this paper, taking civil servants'non-material incentives as the research object, systematic analysis of Chinese civil servants'status of non-material incentives, pointing out that Chinese civil servants'non-material incentives are not the causes is not a sound need, leading to non-material incentives mechanism can not operated effectively; and according to Chinese civil servants characteristics of the non-material needs, establishing system as well as non-material needs and non-material demand system corresponding to the non-material incentives program, which for our non-material incentives for civil servants to make a useful study of the theory of exploration. Firstly, the paper described the civil servants'non-material incentives had relation with the concepts and theoretical basis, analyzing Chinese civil servants'non-material incentives of the characteristics and functions of the text provides a theoretical basis for the post. Then, this paper analyzes the non-material incentives for Chinese civil servants'history, present situation, existing problems and causes, pointing out that the root cause of Chinese civil servants'non-material incentives is due to imperfect non-material needs of the civil service system is incomplete, which led to inappropriate incentives, incentives such as the failure chain effect. According to Chinese civil servants'non-material needs and characteristics, we are going to re-build Chinese civil servants'non-material system, and will conduct an empirical analysis of the system to determine the most probably things which would reflect the status of the civil servants'needs of non-material demand factors. Finally, the non-material needs for the system of civil servants, putting forward the corresponding non-material incentives program, and describing the implementation of non-material incentives need which we should pay attention.
