Improving government performance is common concerned subject. The Government performance is embodied by the civil servants who implement the public power. As a main component government department,Local tax department should implement effective incentives to its staffs. Human resource management is a local tax system.Its main content is to mobolice the enthusiasm of the civil servants to the fullest, develop their potential to its best, improve their performances and improve the government performance by building an effective incentive mechanism.At first, from the aspect of its meaning and motivation,the article analyzes human motivation hypothesis, the content-based motivation theory and the process of driving theory of western the theories.In addition,the article also analyzes various theories are enlightenment to the servants incentive mechanism of Baoding local tax system.Then,from the connotation of the civil service incentives mechanism of Baoding local tax ,the article analyses deeply the assessment system, promotion system, pay system, training system, rewards and penalties system and the choice of specific incentive methods.Based on the present status,the article examines the problems of the civil servants incentive mechanism of Baoding local tax and the strategies.Here exists the problems of the civil servants incentive mechanism of Baoding local tax.The emotional motivation is not enough; assessment incentive not sound;the promotion motivation unreasonable; compensation incentive not obvious; training, motivation inadequate and rewards and punishment unscientific. Based on the analyz of those problems,the article also comes up with the strategies of improving the civil service incentive mechanism of Baoding. Local tax.The mechanism should build a sound assessment incentive,a fair promotion incentive,a reasonable pay incentive,a cost-effective training incentive,a scientific reward and punishment incentive and a good cultural incentives.Besides,this unticle flexibly uses various incentives to improve the civil servants mechanism of Baoding local tax and thus improve the civil servants performances.
