In China,township government is the most grass-roots level of government.Working attitude and working performance of township civil servants is related to rural economic development and stability of society and directly affects the realization of administrative objectives.Unlike the civil servants of central or provincial levels,grassroots ones are the weakest part of the civil servant system due to fewer opportunities,lower salary and fewer promotion prospects. For these reasons, the study of incentive mechanism of grass-roots civil servants is of great significance. However, the current researchs of incentive mechanism of civil servants are overall and lack of specialized research on the grass-roots level. Therefore, this paper selects Hongshan Town as the research object in order to figure out the incentive mechanism fits the grass-roots civil servants nowadays.This paper studies the incentives of grass-roots civil servants in Hongshan Town based on western content and process centered incentive theory.By setting and issuing two questionnaires ——"fundamental incentive state of grass-roots civil servants in Hongshan Town" and "various incentives for grass-roots civil servants in Hongshan Town", this paper reveals the status of civil servants in Hongshan town, lack of training opportunities?performance evaluation incentive and the chance to be promoted, they are not satisfied with the salary as well.The problems of incentive mechanism are discussed from four angles:inadequate training for young talents; low salary with heavy workloads; incomplete aggrieved appraisal system with unfair results and less spaces above on the ladder to move up. Using the western management theory such as need theory?expect opportunity theory?goal-setting theory and frustration theory for reference,this paper puts forward the "5S" comprehensive incentive model——training incentives (Study Motivation),incentive compensation (Salary Motivation),evaluation of incentive (score Motivation),achievement motivation (success Motivation),frustration incentives (setback Motivation).The "5S" comprehensive incentive model,through the improvement of learning and training mechanism?establishment of salary management system?innovation of civil servants performance evaluation mechanism,clearing the passage of career development and the establishment of grassroots civil servants risk incentive system, the enthusiasm of the grassroots civil servants is stimulated. Therefore,it provides a reference for optimization of grass-roots civil servants'incentive mechanism.
