Nowadays,human resource management in taxation system civil servants is important not only to the government,but also to the taxation system civil servants. How to improve the enthusiasm of the taxation system civil servants and the efficiency of administration has becoming an more and more important topic for the taxation system.,especially the taxation system civil servants non-material incentives, which is the basic point of this research.But in practice, the enthusiasm and potential of taxation system civil servants have not been totally excavated. Therefore,if we want to enhance the enthusiasm of the civil servants and improve the efficiency of the taxation system civil servants administration,especially the taxation system civil servants non-material incentives, which is the basic point of this research,and at the same time reducing administrative costs, we should establish and improve the civil servants’ incentive mechanisms, especially the taxation system civil servants non-material incentives, which is the basic point of this research.In this research, this paper will take the civil servants’ non-material incentives as the object of this research, and then systematic analysis of the civil servants’ status of non-material incentives in taxation system,pointing out that taxation system civil servants taxation system civil servants’ non-material incentives are not in need, leading to the result that non-material incentives mechanism can not be operated effectively,especially the taxation system civil servants non-material incentives, which is the basic point of this research.Firstly, the paper described the civil servants’ non-material incentives and the relation with the concepts and theoretical basis of taxation system civil servants. Then, this paper analyzes the non-material incentives for the taxation system civil servants’ present research situation, existing problems and causes, pointing out that the deep cause of taxation system civil servants’ non-material incentives is due to imperfect non-material needs of the civil service system,especially the taxation system civil servants non-material incentives, which is the basic point of this research.According to civil servants’ non-material needs and characteristics, especially the taxation system civil servants non-material incentives, which is the basic point of this research.we are going to re-build civil servants’ non-material system.Then the paper use the date of tax system in A area taxation system civil servants.The date is collected from the survey of the non-material incentives model of taxation system civil servants.The designed non-material incentive evaluation system is made up of three main parts, which includes taxation system civil servants organization environmen, spiritual incentives and professional skills development, and at last takes a indication and put forward some advice for the taxation system civil servants.
