Study On Getting Elected By Bribery In Chinese Village Party Committee Election

The village party committee election in Chinese rural areas is placed as the priority in improving democratic election and promoting Villager Autonomy, serving as the most widely launched political campaign in recent China. Since the PRC Organization Law of the Villager Committee (Tryout) was carried out in 1998, all regions have been exploring and improving actively the direct election system of village committees, which has stimulated greatly the villagers' political passion and promoted the development of rural political civilization and spiritual civilization in an all-around way. However, getting elected by bribery still exists in some regions, even extending, and it has become a common problem in general elections, which has aroused people's concern. This has not only destroyed the democracy at the local level, but also influenced the stability and development in rural areas, even the whole society.Based on case studies, interview and investigation of similar cases in other regions, this paper analyses the main embodiment and characteristics of getting elected by bribery, discusses its harm and causes by empirical study. Besides, suggestion on how to deal with the phenomena has been made after a thorough consideration. It is believed that this problem should be solved by improving Villager Autonomy system and laws and regulations on this, regulating election procedures, setting up effective exterior supervisory mechanism and strengthening villagers' democracy awareness, thus leading rural democracy construction out of current difficulties and into sound development in a short time. Getting elected by bribery is to disappear from the democracy at the local level with the integrated efforts from all sectors of the community provided that Chinese democratic political system is improved.
