A Research On The Mechanism Of Executive Supervision Of CPC During The Yan'an Times

From October 1935 to March 1948, the Shaan-Gan-Ning border with Yan'an as its center area was the base and general rear of Chinese revolution. During this period, in order to realize the strategic goals of conquering the difficulties, consolidating the revolutionary regime, and winning the victory over the whole country, the Communist Party of China actively mobilized and organized people, and carried out highly effective construction of regime. During the construction of regime, government of Shaan-Gan-Ning border area promulgated a series of legal documents including the Program of Administration, and gradually established the executive supervision for the revolutionary bases. Under the unique wartime environment, the executive supervision mechanism in the base areas was not sound and perfect, but the supervision mechanism still showed unique characteristics under the conditions at that time, of which some legal provisions and their human spirit were of originality and progressivism. Therefore, to study the executive supervision institution of the Communist Party of China during the Yan'an times and summarize the experience and lessons is of significant reference to the construction of the contemporary socialist supervision institution with Chinese characteristics.Content of the paper can summarized as the following:Part one: Analyze the backdrop for the establishment of the executive mechanism o f Yan'an times and its solidification and development in perspectives of the need for the construction of regime in the bases, referring to the experience of Soviet regime construction and the influence of Chinese traditional supervision institution.Part two: expound the content, features and positive roles of the executive supervision mechanism of the Communist Party of China during the Yan'an times, including the six methods of inner party supervision, the senate supervision, executive monitoring, judicial supervision, audit supervision and mass supervision.Part three: summarize the historical experience of the executive supervision mechanism during the Yan'an times and its inspiration to the contemporary construction of supervision institution, including inner party supervision institution is the basic measurement for eliminating the popularization of privilege and the tendency of bureaucracy; judicial construction is an important means for enhancing the supervision efficiency; democratic supervision by the people is an effective form for realizing a clean regime; and assimilation of Chinese and foreign civilization achievements is a necessary way for improving the supervision mechanism.
