This article "Public Service Building of Local Governmen,In MianChi county for analysis" is an exploration on a new public service building of Local Government. Since reform and opening, with the rapid economic development, social development can not meet the requirements of the times, in particular in the public services.How to improve government capacity in public services, to meet people's growing demand for public services and promote public service institution-building. All of these issues are new challenges facing our local governments, especially county and township governments.Research into the public service building of the goverment is still in its infancy, moreover, there are relatively few theories of the practical significance. Therefore, research on practical problems and analysis of the pros and cons will provide experience for the Public Service Building of Local government.In this paper, the investigation of Mianchi county in Sanmenxia is based on the study, which is from an economic, public service, social, public services and maintenance of three public service.It summarizes the status of local government building of public services, analyzes the main problems and the reasons for the problems at the same time. Meanwhile, it learns some lessons from the innovative local government and comes to the conclusion for enhancing the capacity of local public services.Especially the Mianchi petition assessment system, Wenling's "Democracy Forum" experience, Baimiao Township of "participation" as well as Europe and America market reform society model and a contract of rental model, all of these have given a great inspiration to illustrate that through institutional innovation, the Government can provide better public servicesThis paper mainly adopts approaches of comparative literature study, empirical analysis. Based on the previous studies, this paper starts with the reasons of lnflucing public service capacity, which aims to get the eight aspects of strenthening the capacity of building public services, such as improving the cutting points of service sense,the transformation of government functions, systems for promoting transparent measures, and the efficiency and capability of governance and so on. The eight aspects will have great effects on the public service,government functions and capabilities.
