Basic Public Services And Local Government Trust

High quality of Government Trust is benefit to maintain the legitimacy of the regime,reduce the cost of government administration and stabilise the whole social order.Compared with the western government trust,our government trust is still at a high level,because of the rapid growth of economy and long-term stabilization of traditional value.Recently,a lot of researches indicate that compared with the trust of the central government,the trust level of local government in our country keeps declining;the role of traditional ideology and high economic performance in enhancing government trust is diminishing;the public began to pay more attention to the ability of the local government to provide public services,and it's quality.So in the current situation of China's economic growth slowing down,How can local governments enhance people's satisfaction with basic public services and local government trust by increasing their investment in basic public services? Do people in different regions have different preferences of specific public services,which means that the role of satisfaction with basic public services in enhancing local government trust is different? How to improve the satisfaction of the public to the government's basic public services,and enhance the trust of the local government by minimally increasing the objective investment of basic public services according to local conditions? These problems are not only the focus of urgent discussion in academic circles,but also the practical problems that public managers need to solve.Firstly,this paper reviews and summarizes the past research on basic public services and local government trust.Then based on this,we define the concepts of basic public services and local government trust,puts forward relevant hypotheses and manipulate the variables.And the descriptive statistical analysis of variables was carried out by using the data of "Survey on Comprehensive Urban and Rural Governance in 2015" and "National Economic Statistics Yearbook in 2015".Using multiple linear regression analysis and multi-level linear regression statistical analysis,this paper explores the relationship between basic public services and local government trust in different regions.The study finds that there is a significant positive relationship between people's satisfaction with basic public services,economic evaluation,authoritarian values and social trust level and local government trust,but different satisfaction levels of basic public services in provinces have different effects on local government trust;increasing local government's objective investment in basic public services does not necessarily significantly improve people's satisfaction in basic public services,but there are obvious differences in people's perception of objective investment in basic public services in different regions.Specifically,in regions with high economic development level,the influence of people's satisfaction with basic public services on local government trust level is greater than that in regions with relatively backward economic development level.;there is no significant difference in the impact of satisfaction with public service for the aged on trust of local governments in different provinces and cities in China;in provinces with high economic development level,such as Beijing,Shanghai and Jiangsu,the degree of satisfaction with education public services has the greatest impact on local government trust;in provinces with relatively backward economic development level,such as Gansu,Yunnan and Guizhou,the degree of satisfaction with employment public services has the greatest impact on local government trust;in the eastern region with higher level of economic development,increasing the objective investment in medical and housing public services by local governments can effectively improve the satisfaction of basic public services of the people;in the western region where the economy is rising,increasing the investment in educational public services by local governments can effectively improve the satisfaction of the people with basic public services;and in the regions where the economic development is relatively backward.Increasing local government's objective investment in employment and pension public services can effectively improve people's satisfaction with basic public services.Based on the above analysis,this paper puts forward the following countermeasures and suggestions.First,while vigorously developing the economy,the government should also pay attention to people's livelihood needs,and provide basic public services of corresponding quality according to the needs of local people.Second,the strategies of local governments to enhance government trust should be different.In economically developed regions,the government should enhance people's satisfaction with educational public services through various channels while in economically backward regions,the government rules should be adopted.Thirdly,in order to improve the administrative efficiency of the government,local governments should increase their objective investment in basic public services that can enhance the satisfaction of basic public services and enhance the trust of local governments,increase the investment in medical and housing public services in the eastern region,and increase the investment in educational public services in the central region,and the western region is increasing investment in employment public services and pension public services;fourth,local governments strive to strengthen the construction of basic public services,standardize the behavior of civil servants,but also through media publicity,policy interpretation and other measures to make people feel it.
