Implementation Path Analysis Of Political Institution Innovation Of Local Government In China

Compared to its well-known success in empowering China’s economic rise, howlocal government initiated policy experiment has functioned in advancing the nation’spolitical reform, is understudied and less understood. In recent years，With thedeepening of reform and opening-up process, the continuous development of socialeconomy，local government has become one of the most important participants andpromoters. In the past, research and discussion for China local government politicalreform, generally focus on a particular area of a single case or attention range is verynarrow. Research direction is generally focused on the motivation and effect of thepolitical reform,rarely in-depth explore the path of political reform implemented bylocal government. It is very difficult to provide effective theory and data support forlocal government to select the appropriate political system innovation.In order to enrich the empirical research resource of and understanding on politicalreform of local governments in China, this study has constructed a dataset by codifyingthe annual winners’ documentations of the “Innovations and Excellence in ChineseLocal Governance”(IECLG) program. On the basis of the data sets, throughquantitative analysis and case analysis, in the form of two important concepts withtechnical complexity and organizational flexibility as variables, studying the effect ofdifferent innovation mode for implementing the path.Starting from technologycomplexity of innovation and organization flexible of the main implementation, the local government innovation summarized as four modes:imitation innovation with lowtechnical complexity-low organizational flexibility,instruction innovation with hightechnical complexity-low organizational flexibility, diffusible innovation with lowtechnical complexity-high organizational flexibility and exploratory innovation withhigh technical complexity-high organizational flexibility.different modes will producedifferent implementation paths.Proposition to test the theory, this paper selects Wenlingdemocratic talkfest, Liaoning MXWZ.com,Lishu village open election in Jilin provinceand Buyun township major election in Sichuan province as examples, through the studyoffour different implementation path,analysis of key variables influencing politicalsystem innovation implementation.This article attempts find a proper break through point and provide effective theoryand data support for the local government innovation experiment, to actively promotepolitical system innovation of local government in order to impel the reform of politicalsystem of China’s overall ultimately.
