Northern Song Dynasty plays an important part in ancient social development. As we all know, agriculture is the foundation and energy of a nation, which is also suitable to the Northern Song Dynasty. An important attention was paied to agricultural irrigation by the government, and a number of relevant legal provisions were enacted and revised at that time, which surpassed the preivous dynastys in scope and level, and made great influence lately. In this article, I reviewed the Northern Song Dynasty irrigation and regulations, which established by the historical background, thoughing study its contents and related documenta, introduce its executive body at the same time, last, made a evaluation of the implementation effects of the Northern Song Irrigation and water laws on this basis.Irrigation water laws played an important role in the Northern Song Dynasty, and this is inevitable because the two reasons as that:firstly, irrigation and water conservancy has been developed rapidly before the Northern Song Dynasty in China. Secondly, because the goverment of the Northern Song payed much attention to economic development, and making irrigation laws and regulations, this kind law was developed quickly.The Northern Song Dynasty irrigation water laws and regulations can be described as a milestone in the history, and its contents were complex and fragmented. In examining the content of irrigation laws and regulations, we selected a representative Northern Song Dynasty water laws and regulations works, such as " 8 interests of Irrigation and water conservancy ", " Treaty on the interests of Irrigation and water conservancy", " the application to make regulations for building ditches ", " The applicationon to Zhong Cheng 1v ", " The empires answers to the 10 things ", " Wu Zhongs Irrigation and water conservancy book " and " Irrigation and water conservancy Book ", though which, we hope to know about most of the irrigation regulations in the Northern Song period.The Northern Song rulers not only attached importance to water conservancy and water legislation, but also focused on water laws executive body and official position, they seted up the division of responsibilities, formed a complete water conservancy administrative structures and responsibilities of rewards and punishments of the monitoring and operation mechanism. In order to monitor to regulate rivers and watercourses, the Northern Song Dynasty took actions on four aspects:enacting legislation and senting people to inspect; management and yearly repairment systems; regular dredging and watershed measures; dividing responsibility and making reward and punishment systems. They formed a tight water control system, from the central to local government, from officials to ordinary people.Because of the Irrigation laws and regulations and its implementation in the Northern Song Dynasty, the development of irrigation and water conservancy was promoted, and agricultural production was developed, and good economic and social benefits was achieved. But we should seen the fact clearly that limitations of the irrigation and water conservancy.
