The Study Of The Adjustment Of Irrigation And Water Conservancy Construction During1960-1965

As is known to all, the “Great Leap Forward” and the people’s CommuneMovement began in1958had done great damage to the national economy.Nevertheless, it also did huge damage to the irrigation and water conservancyconstruction. For instance, too many water conservancy projects were built during thisperiod, and the projects which blindly pursuit quantity and speed without obeying thescientific procedure of capital construction, the ignorance of quality and the othernecessary facilities of the construction. Thus, it could not put their function to goodaccount and wasted lots of manual labor, financial and material capabilities.To solve the serious damage problem which “Great Leap Forward” has done tothe national economy, by the end of1960, the central government issued theeight-character policy which included “adjustment, consolidated, substantial andenhancement” to adjust the whole national economy. Meanwhile, the centralgovernment also took some measures to adjust the irrigation and water conservancyconstruction.In1962, the national irrigation congress which had an epoch-makingsignificance was held. It summed up the experience and lessons of the irrigation andwater conservancy construction during the period of “Great Leap Forward”, anddeployed the detailed work of the irrigation and water conservancy in the next fewyears. What was more, it had proposed the present policy of the water conservancy,which included “consolidated and enhancement, strengthen the management,positively formed the necessary set, key construction in some specially appointedplaces, and offer more useful conditions for the further construction.” After thecongress, the central and local governments at all levels took active measures toimplement such as strengthened the necessary managements and the maintenance ofthe water conservancy construction, scaled-down apps of the irrigation and waterconservancy construction, tried to solve the problems in drainage, irrigation andimpoundment of the irrigation and water conservancy construction, formed thenecessary set and rationalized enterprises of the irrigation and water conservancyconstruction. After several years of efforts, the adjustment of the irrigation and water conservancy construction had not only achieved some successes, but also offeredsome useful lessons.
