Study Of Performance Measurement Of Local Government In China

The improvement of government performance is a fundamental goal that the national government has always sought and the basic direction for the new public management to pursue. With the world developing toward globalization, information, knowledge, the Government must change the traditional concepts and governing methods, and develop towards more efficient, intensive, streamline direction. In face of such challenges, governments actively cope with it and the rise of "reinventing government" movement in the Western countries introduces the management concepts, theories, methods and techniques of private sector to reinventing government. Performance evaluation emerges and becomes the main tool for the government reform. Our government is now also facing this challenge, President Hu Jintao and Premier Wen Jiabao mentioned on various occasions to adhere to the scientific development concept and establish a correct view of achievements, pay close attention to research and the establishment of a scientific evaluation system for government performance.This paper is divided into four parts:The first part is introduction which analyzes the significance and background of local government performance assessment, and then a literature review on the current studies of local government performance assessment both in China and abroad, followed by a brief introduction of the basic ideas of this paper and research methods.The second part of the Local Government Performance Measurement and Its Practical Significance. Performance evaluation of local governments to define some basic concepts of analysis and clear in our country to carry out the significance of local government performance assessment.The third part is about present situation and problems of the local government performance evaluation of China. Base on the analysis of the status quo of China's local government performance assessment of development, this paper point out the problems and reasons. Part Fouth is about the countermeasures for the improvement of local government performance evaluation. In this paper, local governments should first innovative idea, and on this base it put forward series of measures for the improvement of local government performance evaluation.
