Research Of Government Performance Management Under Scientific Outlook On Development

Nowadays, government performance management is a popular topic. Although thereare different manners of government performance management in different countrieswith different systems and concepts, the aim of government performance management isbasically the same, which is to improve the efficiency of government work and to formservice-oriented government. In China, as research of government performancemanagement was conducted not as early as western countries and research methods arecomparatively less advanced, learning and researching foreign advanced experience canbe effectively beneficial.In recent years, Chinese government has been paying more and more attention togovernment performance management. In the reports of the16th,17th and18th CPCNational Congress, suggestions are included for government performance managementreform. Especially in the last decade, following the direction of Scientific Outlook onDevelopment, there have been many changes to China’s government performancemanagement and many methods have been adopted, which helped to gain a great deal ofachievement and accumulate rich experience. Therefore, at this historic time point afteryears’ persistent work, it is obviously important to conduct research of governmentperformance management under Scientific Outlook on Development, summarize workexperience with Scientific Outlook on Development, consolidate work achievement andmake plans for next step’s work direction and emphasis.In this dissertation, based on the research on domestic and foreign development ofgovernment performance management and the analysis of experience of governmentperformance management, the current condition of China’s government performancemanagement is analyzed under China’s circumstances. Furthermore, combining relevanttheories, problems of China’s government performance management are pointed out andideal models of government performance management are provided, the purpose ofwhich is to make some contribution for the reform of China’s government performancemanagement.
