The Research On The Mode Of Carrying Out Cross-Institution For Heilongjiang Province Universities

The allocation of resources for higher education is one of the first things that Heilongjiang Province develops higher education. The resource of higher education in Heilongjiang Province is abundant, while it doesn't form the overall advantage, still lacks positive effective higher education resources sharing, which has prevented the whole development of higher education in Heilongjiang Province. With the expanded decision-making power in universities of our country, universities that can develop themselves are more and more conscious of the effective ways to raise band value of higher education, which are to keep its open character of higher education system, to strengthen exchanges and cooperation in higher education, and to promote resource sharing in higher education. Recently, carry out some positive attempts of Cross-Institution and credit system successively in Shanghai, Beijing, Tianjin and Nanjing, meanwhile, gain many achievements in the higher education resources sharing. Now, below existing condition of education resources in Heilongjiang Province, whether can carry out Cross-Institution? Carrying out Cross-Institution in universities of Heilongjiang Province, what detailed problems we will face? What mode shall we construct? And what measures should we take?This study takes the analytical jurisprudence approach to the feasibility that Heilongjiang province universities carry out Cross-Institution, based on the basic condition of higher education in Heilongjiang Province. Through comparatively study and excavation of general problems in Cross-Institution of domestic universities, based on that, recollecting all these problems of Cross-Institution in Heilongjiang province universities, construct the Cross-Institution mode which is fit for Heilongjiang province universities and can solve these problems.The first chapter of this paper mainly includes the introduction:research background and significance, domestic and international research present condition, definition, research method and the innovation. The second chapter mainly does research in status of higher education resources in Heilongjiang Province, and the feasibility of carrying out Cross-Institution. The third chapter mainly analyzes the facing problems that Heilongjiang Province will carry out Cross-Institution. The fourth chapter is the core of this paper, based on the third chapter, and put forward a Cross-Institution mode which Heilongjiang province universities carry out. The author the mode can provide reference for Cross-Institution mode which Heilongjiang province universities will carry out. The fifth chapter mainly contributes strategies and guarantee measures of carrying out Cross-Institution.
