Kalinin asserted in the article of《ideological and political education》, that education is not only the enterprise of science, but the enterprise of art, in which Kalinin's meaning is that the most important part of education is values education. Now the undergraduates'morality becomes lower and lower and individualism is a common thought. All of these challenge the value education mode in universities. How to improve the morality and culture education in universities by effective method is a difficult question for the educators.Public arts are the subjects with philosophic theory and aesthetic feeling, and their education manner is to pursue a flexible education manner with reality, goodness and comeliness. The value penetration of art education is in a class by oneself in the university education, so this thesis proposes a new public art education mode to improve the level of values penetration in university education, to solve the question in the value education mode in universities.This thesis discuss the relation between the public art education and values penetration for the values education question in universities. Based on the investigation on the values education in part of universities in Harbin, the question in values education is deeply analyzed, and the compatibility and the complementarity between public art education and values education is studied. A new theory is proposed that to improve the level of culture and diathesis education in universities, the public art's purpose is values education, which manner is the inspiration of art and nature comeliness, and it amalgamates the sensibility represent in public art and the philosophic theory of ideology and moral. Based on the discussion of the principle, method and method of value penetration in public art education, a value education mode in public art education is proposed, which includes the education penetration in classes, campus art penetration after classes and modern media art penetration. A compositive, ordered, multi-level education system of public art value education is established.At last, based on the principle and method of the value penetration in the public art education proposed in this thesis, a feasible mode for the value penetration in public art education is proposed for Harbin universities.
