Physical education in university is an important part of higher learning. Teaching Physical Education is an important part of the school sports. However, physical education is based on physical activity and exercise, so has potential risks.In recent years, the students have injure accident usually in teaching physical education.it lead to a lot of questions:econometrical problem,law of contradiction. it not only affects the normal school physical education teaching work carried out, but also affects students, parents and caused great harm. the physical education teachers also have been brought a lots of trouble. It is important that the College Physical Education issue has been teaching the most cause for concern. Therefore, the safety of physical education research is particularly important.The author used the literature, questionnaire survey method, mathematical statistics, logic analysis, case analysis and other research methods in this paper, studying the problem of the safety in universities about teaching physical education in harbin city. The author study the problem in teaching physical education systematically and trying to make a practical proposal and resolved program which eliminat insecurity factors in teaching PE.though the research the Physical education security issues in the universities in harbin city. there is three main factors which affect the Physical education security issues: the human factors, material factors, and management factorsl. summed up the current physical education in universities in Harbin in the following several aspects:Students: poor safety awareness, the lack of good security habits. The lack of safety knowledge. The quality of students in physical and psychological is poor;teachers: the physical education teachers are not serious, is not strong sense of responsibility in the classroom;Physical aspects: the ground and equipment both have potential insecuity factors.there is the impact of adverse climate Because of geographical factors. Management: the management in university is not perfect and the teachers in classroom management is also problematical.The measuers of the solve the teaching PE security issues in the universities.As to students:strengthen safety education to teach students to sports safety knowledge,improve theirself-protection. Improve students physical, psychological qualities.as to Teachers: physical education teachers should be enhance safety awareness. Enhance the sense of responsibility for teaching physical education and improve student's physical and mental qualities; as to the material: School authorities should increase the physical capital investment and ensure the needs of the normal teaching physical education and check stadium and device regularly which eliminate potential insecurity factors. as to the management:the school authority should be establish special security agency to strengthen the supervision, inspection and evaluation about the teaching physical education and improve the school responsibility injuries identified system for accidental injuries. the school authority should be establish appropriate safety manament system and the contingency plans that deal with accidental injuries.To encourage students to participate in sports accident insurance which is the effective way to decrease the risk of teaching PE injuries. This approach is conducive to maintaining normal school education and teaching order, and reduce the incidents of school disruption and impact.
