Higher education is an important standard to measure a country's development while college teachers are the key players to promote the higher education. In recent years, with the enlargement of enrollment amount and the improvement of the competition, strengthening teachers'teaching and researching ability has become an important aspect in the work of school management. Thus it is meaningful to construct a set of scientific and reasonable performance indicators to assess teaches' performance.The paper combines the theories with the practices of performance assessment. It is composed of 5 parts:Part One introduces the research background and gives a literature reviewing on the subject of Performance Assessment; Part Two focuses on some theories of Performance Assessment in Human Resources Management; Part Three takes a university in Lanzhou as an example, more concisely speaking, keeps track of the university's history and analyses its current institution of college teachers' Performance Assessment. Part Four puts forward some measures to optimize the college teachers' Performance Assessment by clarifying the concepts, designing the indicators, as well as updating the methods. Part Five is the summary part, which also states the limitation and future work of the research.
