As an economically developed province, Jiangsu has entered an important period of strategic opportunity which building a moderately prosperous society and basically achieving modernization of education , but because of social, economic, cultural and other historical reasons, as well as man-made institutional arrangements, policy reasons, the problem of the uneven development of education is persistent. It is imperative to promoting basic education, balanceing development and coordinating development of education at all levels. This paper argues that understanding the differences in the development of education from the perspective of public education resources, in order to analysis the reason of imbalance in-depth, to reveal its identity and nature, to propose the corresponding methods and strategies of controling differences in the development.This article has five sections: the first part carding the basic theory and logical relations of a balanced allocation of public resources for education, and making an empirical analysis of the relationship between three educational development and economic growth, attempting to explore the contribution of education at all levels to economic growth. through the model we known that in the process of economic growth in Jiangsu Province, the secondary education has the largest effect, followed by primary education, and finally higher education. The second part, using Theil coefficient make an empirical analysis of the allocation of resources in the primary and secondary education, mainly analysising the public education resources across regions and between urban and rural areas , we found that all levels of education in the three sub-regions are vary. Using the budget funds per studengt analysis found that spending for indicators, the Soviet Union in the regional imbalances is relatively high; southern is in the high level of educational development as a whole, but has the most inbalanced condition, and there is a rising trend; northern has a weak development, but the inbalance of education is decline. Using the public budget funds per studengts analysis found that the situation is different ,areas in southern have the best condition, the worst in northern, the Soviet Union is in a relatively stable level still. Through the above indicators for further analysis, we found the gap between the province is mainly caused by the inter-regional disparities. On this basis, the paper also analyzes the development of education at all levels, subject to financial and economic impact of the level of development. And public education resources and high-quality teachers, the configuration of resources between urban and rural areas. The third part, we attempt to find multi-dimensional reasons combined with the above analysis of the allocation of resources. The fourth section describes the advanced experience of the United Kingdom, the United States, France and Japan and other developed Western countries, and some areas in our country. The fifth part propose some policy proposals for Jiangsu Province, such as: increasing the total education investment, clearing objectives and responsibilities of balanced development, establishing mobility system of teachers, strengthening the management of selecting school fee, designing suitable training model for rural educational.
