Education Equality in today's society get more and more attention and study. The goals of the development of a harmonious society are to realize equitable education and to protect the rights of all the educated. Teachers allocation to achieve a balanced configuration is a key way to achieve educational equity.This article begins with compulsory education teacher allocation from the domestic and a review of education equity ,to select two areas of Jiangsu Province as a case, by investigating the status of compulsory education teacher allocation in different parts of Jiangsu province, design to find teachers within the provincial configuration is balanced, what kind of problems there, and to provide a balanced measures for compulsory education teachers in the province to better achieve educational equity.The results show that:1. Obtained preliminary resultsThe overall number of compulsory education teachers is sufficient and all teachers have to pass the exam.In improving the quality of teachers, the real implementation of the county's management system; to "support education" measures to support Northern; by region transfers to regulate the exchange of teachers in each school subject structure; the establishment of rural schools academic skills, "Great teaching and research" mechanism to ensure the normal commencement of rural schools; provide full funding for teacher education to improve and enhance teaching capability.2. There is the questionThere are a large regional differences in the quality of compulsory education teachers in the province, mainly i not balanced in the regional structure. The total number of subject teachers from the skills, education, job title, policy implementation, etc., Northern and Southern regions there is a certain gap. Overall, the uneven allocation of teachers of compulsory education in the province, Northern teachers there is still much room for improvement.In this study, two differences exist in the area, proposed to strengthen the supervision of the implementation of policies, on the one hand improve the quality of teachers in Northern region, narrowing the gap with the southern regions, on the other hand to promote the development of teachers in Southern Jiangsu Province, specifically from the quantity and quality of two aspects of countermeasures to promote balanced allocation of teachers to better achieve the balanced disposition of teachers in the province.
