Each time the concept of professional personnel training updating, there was a qualitative leap in European and American developed countries when we look insight on history of career development education. There were more than ten years when the theory introduced into China, however, whether the theory or model from the effects of localized build not well enough. Today those employment difficulties and China's current reform on higher education system, employment system and the household registration system, and how to enhance students'professional competitiveness, and promoting the comprehensive development and competitiveness and long-term career ability of students which presents to higher educators. This paper analyzed trends in career education from those developed countries such as the United States, Japan and Germany, combined with localization of Hong Kong and Taiwan to build the successful experience of localization of the theory, pointing out that higher education and career education concepts had important relationship which the domestic urgent need for localization. The paper presented that the localization of the theory should focus on the long-term and short-term localization; educational and vocational integration and vocational evaluation tools for the norm in China in order to put forward domestic students on the development of career counseling, and enhance the competitiveness and professional career development capacity of college students.
