The Research Of Participatory Management In Gender Budgets

Public budget policy is a very important document of the government, reflecting the Government's policy orientation, and the direction of macroeconomic and dynamic. It's said that the budget is the Government's blood and lifeline. Through analysising and studying of the budget, it not only reflects the level of governance and capacity, but also finds wealth, gender, discrimination, and many other social problems and conflicts.As we know, gender equality is China's basic state policy.Though the Chinese government made an important commitment and outstanding contribution to promote gender equality; it is great to implement and provide adequate funding to ensure the project. Gender budgets analysises and insights into the Government's policies to the differential impact on men and women, and reveals the neglect of unpaid work may result in public policy, gender non-neutral from a gender perspective, thus aggravating the process of gender inequality.Gender budgets concerns women's participation and needs, focuses on results-oriented budget analysis and research, to try to improve the efficiency of budget allocation, and promote the improvement of governance standards, improve financial transparency, strengthen financial supervision; the participatory budget stressed the rights of citizens to participate in budget implementation. Through budget participation, active citizenship achieves and promotes dialogue and exchanges between government and civil, so that the budget policy is truly fit to the public, so that financial resources serve the people better.Gender budgets and participatory budgets are stressed citizen participation, trying through civic participation and empowering citizens to improve financial transparency, thereby raising the level of government and improve governance. Mixture of the two methods, making the participation in management thinking into the study of gender budgets, very necessary and value.Carried out by international participatory gender budgets pilot countries and regions of the contrast analysis, the only participatory gender budget pilot study, attempts on the basis of international experience, combined with China's current public budget reform in China on how to incorporate gender public budget perspective and participatory management thinking, and the localization of gender budget plan of implementation, and propose alternative, have strong operational ideas and suggestions.
