The development of teacher education reform, quality education the most important resource, the subject of school reform and school support force. Titles Evaluation of Teachers for mobilizing the enthusiasm of teachers, give full play to their creativity played an important role. But with the development of the situation, teachers titles management system there have been some education and the teachers can not meet the problem. March 2009, Human Resources and Social Security, the Ministry of Education selected as a pilot area of Weifang city, for primary and secondary school teachers in Title reform pilot to establish a match with the educational development of teachers Titles Evaluation System, and institutions appointment system and post management system with convergence, reflecting characteristics of teaching profession, teachers uniform titles (positions) system, fully mobilizing the enthusiasm of teachers and creativity, provide for the full implementation of quality education system security and personnel support.This use of literature, surveys, statistical analysis and other research methods, Weifang City, Shandong Province to implement reform of primary and secondary teachers work titles and reasoning, to sort out the existing problems and put forward the proposal, committed teachers break drawbacks title management system, establish a scientific system of teacher evaluation and post evaluation. This article is divided into five parts. The first part describes the topics reason, this research background, status, significance and research methods topics; second section deals with the study involved understanding the basic issues; proposed system of primary and secondary school teachers in content titles system, characteristics and mechanisms disadvantage of such issues; third part discusses the Title Weifang teachers to implement reform, including the status of its major accomplishments; the fourth part from the practical level of the Weifang City, the work of school reform pilot projects exist Title problems.
