With the popularization of higher education constantly advancing and the rapid expansion of higher education scale in recent years, teacheres face serious realistic problemes as the first resource in university. University as the highest institution of talent training, all circles of the society pay close attention to it. Senior specialized talents training lies in the teacher, higher professional level of teachers can make high quality talents. Promoting the university teacher's professional development, it is not only meet the construction of teachers'needs, but also improve a university whole quality of teachers' team. To ensure that the task of higher education, the most important way is to strengthen system construction that related the university teachers'professional development. University teachers'quality, teachers's system construc-tion and so on influence China's higher education quality. And the teaching scholarly proposed, for the university teachers'professional development and system construc-tion provides a new visual angle and way.This paper is mainly based on university teachers'professional development and teaching scholarlys'literature research, focus on the teaching scholarly, discussed the university teachers'professional development and system construction. This article first discusses the resent situationes and influencing factors of the university teachers' professional development focus on the teaching scholarly, specifically the factor of the school. Secondly, this article expounds the system constructions'necessity and function to university teachers'professional development based on teaching scholarly, and concluded that the system construction has certain security role to university teachers'professional development based on teaching scholarly. Finally, the author try to put forward specific and key countermeasures and measures from the angle of the system construction to university teachers'professional development based on teaching scholarly.Overall, based on the teaching scholarly to research the university teachers' professional development, it has become a recent one of the important research topics to the teacher education. While the university based on teaching scholarly system construction of teacher's professional development research also will become a more concern. It will has important theoretical and practical value in teachers academic evaluation system, teacher selection and appointment system, the teacher training system and teacher management system.
