Teacher professional development is a process during which the trainees improve their teaching skills, capacity and comprehensive caliber through life-long professional training so that they are able to be take charge in their specialties. It consists of pre-job training and on-job training. Probed deeper the goal can be realized through three methods, namely learning, researching and practicing and agreeable learning environment, abundant resources, professional guidance and help from partners are essential to the success of the training, whatever methods may it take. Therefore this article, relying on "The Set-up of Data Center and its Corresponding Applications", which is a key project of the Science and Technology Department of Henan province undertaken by the Net Center of Nanyang Normal University, focuses on making use of the Network education resources to promote the professional training of university teachers, in the hope of awakening teachers' awareness of self professional development through the construction of Network resource bank. Network resource bank provides rich resources and a harmonious environment in which teachers, with the help of the collective wisdom, can conduct study and research by combining their teaching practice with the development of their own special fields. In this way teachers can keep improving their teaching skill, research capacity and ability to learn by themselves, and update and enrich their professional structure, promoting the professional development of university teachers.This article consists of five parts. Charter 1 focuses on the professional development of university teachers in the information age. The information age provides more opportunities and better conditions for the improvements of teachers' professional caliber, yet at the same time it puts greater demands on teachers' professional development. This chapter, by a combined analysis of the factors influencing university teachers' professional development and the positive influence of information technology on university teaches' professional development, illustrates the effective method of sustained professional development of university teachers in the information age, which is through constructing a three dimensional motivation system, combining teachers' inner motivation with outside pressure and circumstances.Charter 2 focuses on Network resource bank and the professional development of university teachers. This chapter first illustrates the positive effects of Network education resources on university teachers' professional development and effective methods for the sustained professional development of university teachers in the information age, then puts forward some new theories on how to improve Network resource bank, and elaborates the backgrounds for such theories.Charter 3 is on the design of the Network resource bank. It first analyzes the principle, goal and theoretical basis of the Network resource bank. Then it details the system design of the resource bank, including the structure, module division, topology and the contents of resources, construction models and how to store the resources etc.Charter 4 is a case study. It takes the example of the Network resource bank in the educational technology field, analyzing its development process, needs analysis, technical routes and module structure.Charter 5 focuses on the application of the Network resource bank in the educational technology field. In order to test the hypothesis that the scientific construction and effective application of the Network resource bank can promote the professional development of university teachers, it illustrates methods of university teachers' professional development based on Network resource bank.Charter 3 and chapter 4 are the main body of the article.One important feature of the article is that it comes up with a new theory on Network resource bank construction, and probes deeper into the studies of module design of the resource bank, therefore it can be an important reference for further research on the design and development of similar Network educational resource banks. Also during the construction of the resource bank, the author of the article takes into full consideration of the leading role and individually of teachers, stressing on creating a learning community and a sound cultural and cooperative environment for the professional development of teachers in addition to providing resources.
