With the continuous development of our market economy, China will make significant adjustment to economic restructuring. There is a great demand for highly-skilled talents, and also there are needs for technical training and in-service employee further education. The relationship between the development of education and industries is getting closer and closer. Therefore, it is important to make further study and focus on the development trend of China's higher vocational education under the new situation.Since 1990s, Chinese curriculum began to use the advanced modes from developed countries for reference. Although we have made some progress, there still exist problems. One of the major reasons is that we do not introduce the advanced teaching modes. The article is a study on teaching mode TAFE, which is an Australian education mode receiving general attention from the vocational education circles. The author studies the Competency-Based TAFE and introduces its connotation, development course, education philosophy as well as the basic concepts, principles and functions of teaching modes. The types of higher vocational education are also introduced. A detailed analysis is offered on the basic elements, characteristics and curriculum development of the Competency-Based TAFE. The author sets the Sino-Australian cooperative program launched by China Electricity Council as an example. With the introduction to the application of TAFE mode in Baoding Technical College of Electric Power, the author fully and systematically shows the overall perspective of TAFE.In order to develop China's higher vocational education, we have to learn from other countries which have got good vocational education experience and Australian TAFE should be one of them. For the current situation of higher vocational education and the problems with it, we should learn the successful experience—Competency-Based TAFE from Australia to improve China's higher vocational education and promote its sound development.
