With the depth of communication between China and Australia in economy and culture, it has been a heated topic to research and learn the successful Australian education mode in Chinese education realm. Especially the research of Australian Technical and Further Education (ie TAFE) has far-reaching reference significance to Chinese Higher Vocational Education. It has been a century since TAFE emerged, which experienced a fast development during the following 30 years since kangan report in 1974. TAFE contribute greatly to the development of Australia economy. Nowadays although there are a lot of cooperation projects between China and Australian TAFE institute, and Chinese delegations sent to Australia for rich experience, there is still no in-depth study on TAFE. So the purpose of this thesis is to present TAFE systematically in all angles, to illustrate the clear profile of TAFE.In the first chapter, first of all it shows the position and representative effect of TAPE in Australian vocational education and training system through the introduction of the approach and main functional organization of Australian vocational education and training, then to present its intension and development course. The introduction of first chapter helps the reader draw a outline of TAFE, and help the presentation of following chapters.The second chapter is the critical one in this thesis, which make a detailed illustration about many important elements to support TAFE, eg Australian qualification framework, training package, TAFE curriculum, funding and staff issues. The exploitation of these issues is beneficial greatly to understand TAFE thorough, and it is a base to realize the feature of TAFE.In the third chapter, based on the second chapter it demonstrate the main features of TAPE particularly concerning the market management mode and the unified standard system, to give prominence to successful aspect of TAFE mode. Then to discuss the main problems existing in TAPE, which are faced by Australia and eager to resolve.In the fourth chapter, according to above presentation regarding TAFE's intension, framework, feature and problems, it address the reference and inspiration of TAFE to Chinese higher vocational education concerning the participation of industry, the support from government and reinforce the building of staff group. I wish it would benefit the development of higher vocational education.' In this thesis, the main purpose is to introduce TAFE in-depth from various respects, and to help readers make a clear understand of TAFE's intension after reading. Of course it will be a great gain to contribute to the Chinese higher vocational education, and build a foundation for following study.
