With the development of society and economy, adjustment to the economic structure and the further reform of the enterprises, labors'quality is paid morn and more attention. State and local government began to vigorously support the development of vocational education, appearing situation that academic certificate and vocational qualification certificates got equal attention.Although vocational education and the Certificate System of Vocational Qualifications in China have achieved great development respectively after decades of construction, the irreplaceable role is increasingly reflected that the Certificate System of Vocational Qualifications plays in vocational education.Meanwhile, the contradiction is increasingly obvious between the demands of skilled talents for the society and the talents that vocational education trains. And there still exits many problems in their respective construction of vocational education and the Certificate System of Vocational Qualifications. At first, the management and authority of vocational qualification certification need to be further strengthened, and the system of vocational standards is not enough scientific. Secondly, the vocational schools also have a problem in the ideological understanding, school location and the entire construction. In fact, the imperfect system and undeveloped vocational education hinder the communication and convergence between the Certificate System of Vocational Qualifications and Vocational education in China. Moreover, the Certificate System of Vocational Qualifications is not propagandized enough, and the vocational qualification certification has a low social acceptance, the time of vocational qualification education and training time is short, with the single training method and boring training content. Finally, Vocational training separates from the normal teaching activities of vocational education with old examination styles and low credibility.Through surveys, interviews and the collation and analysis of data, the current status of the Certificate System of Vocational Qualifications in vocational education and problems during the process of executing the Certificate System of Vocational Qualifications are analyzed in detail. Combined with the successful experience that foreign countries implements the Certificate System of Vocational Qualifications, current situation and problems of the Certificate System of Vocational Qualifications in China are analyzed and countermeasures are proposed that how to establish the Certificate System of Vocational Qualifications in line with China's national conditions from the macro and micro aspects.Form the Macroscopic, macro-control agencies must be set, the relevant laws and policies should be improved, and system of unified control and management of central government to local should also be established; Form the microscopic, education system must be constructed that meet the requirements of the Certificate System of Vocational Qualification, including profession, courses setting, textbooks development, teaching evaluation, faculty building and so on. Meanwhile the training base to mach must be build.Practice associated with the article show that the proposed countermeasures with the development of vocational skills as the core, can meet the needs of the economic and social development and comply with the rule of development of higher vocational talents, which can ensure the quality of personnel training of vocational education. Also, it has great practical significance to solve the increasing contradiction and realize the effective communication and convergence between the Certificate System of Vocational Qualifications and Vocational education.
