The system of Double-Certificate is carried out in order to improve the exploitation and management of human resources of our country. The implementation of this system also marks the deepening of the reform of higher vocational education and the opportunity for the development of higher vocational education. The purpose of the implementation of Double-Certificate is to establish an educational and training system with higher vocational education characteristics, which will meet the needs of the economic and social development of our country and comply with the rule of development of higher vocational talents, thus giving support in human resource to the modernization of our country. This system is vocational qualification oriented, with the development of vocational skills as the core. The establishment of the system bridges the academic certification and vocational qualification certification. At the beginning period of the implementation of Double-Certificate, many problems need to be solved on the operational level. The goal of this paper is to explore the deepening of the reform of higher vocational education and the effective implementation of the system through research on the theory and practice in this area.This paper discusses the theoretical and practical importance of the Double-Certificate system on the basis of the demand of talent of the reorganization of the macro-economy and industries and the present condition and characteristics of vocational education in our country. It is pointed out that the Double-Certificate system is the need of human resource development and management under the condition of socialist market economy and complies with the essence of higher vocational education. The implementation of the system will help higher vocational colleges to develop their characteristics, will push the reform of higher vocational education forward and improve the quality of talents, and will improve the competitiveness of the graduates in the talent market and enhance employment of the graduates..The paper considers the deepening of the reform of higher vocational education and the improvement of teaching as the critical step in the implementation of the system according to the analysis of the present condition, problems and causes in the process of the implementation of Double-Certificate system. Effective measures and suggestions for the implementation of the system are discussed including the student development plan of establishing the right view of talent and quality and the bridging of Double certification, integrating learning and working/practice, building the platform for the development of talent, improving the conditions of training and practice, and strengthening the development of the theoretical and practical teaching staff. The paper raises suggestions on the improvement of policies and regulations, overall management and the creation of favorable social environment for the implementation of Double-Certificate system. The implementation of Double-Certificate is a challenge to the traditional vocational education and is part of the reform in higher vocational education and teaching. The implementation of Double-Certificate will bring the improvement of the higher vocational educational system of our country.
