Study On The Implementation Of Vocational Certificate To Promote The "1+X Certificate System"

Vocational qualification certificate is not only an essential part of the improvement of vocational education,but an important content of the reformation of the employment system.Improving the vocational qualification certificate system can effectively improve the information inequality between Vocational Colleges,industry and enterprises,and improve the suitability of personnel trainingBased on the in-depth analysis of the British national vocational qualification certificate system and the framework of vocational qualification,this paper holds that the construction ideas of "1+X certificate system" in China are as follows:first of all,it is necessary to establish a good coordination mechanism,set up a special organization or department to unify the management of vocational qualification certificates,set strict national qualification standards,and improve the quality of qualification certificates.At the same time,the database of vocational qualification certificates should be established to update the types,examination standards,examination contents and ability requirements of vocational qualification certificates in real time;secondly,the qualification framework for communication of academic certificates and vocational qualification certificates should be established,and the "Dual Certificate accommodation" mechanism should be established to ensure that the qualification certificates can effectively connect with vocational education;at the same time,the credit conversion mechanism and the "Dual Certificate accommodation" curriculum should be established and improved,to ensure that the vocational qualification certificate and vocational education realize the "double convergence" in the form and content;finally,we shall develop strict supervision and management mechanism,to ensure that the vocational qualification certificate and vocational qualification framework can be strictly implemented.The main body of the paper is divided into five parts.The first part is the introduction,which mainly introduces the origin of the research,the significance of the topic,the definition of the concept,the research problems,the research methods,the literature review,etc.Which lays a good foundation for the following research.The second part introduces the formation and development of British vocational qualification certificate,the characteristics of the system,and the achievements of vocational qualification certificate.Through the analysis of the practice of the construction of British vocational qualification certificate,the case study is prepared.The third part,according to the status quo of the construction of professional qualification certificate in the UK,the paper takes the construction of relevant industry qualification certificate as the breakthrough point to carry out case analysis.The case analysis introduces the process of British vocational qualification certificate from design to establishment,from which we can get a glimpse of specific construction details and accumulate experience for the construction of China's vocational qualification certificate system.The fourth part mainly discusses the relationship between type education and vocational qualification certificate.Based on the analysis of the current characteristics of Vocational Education in China,this paper puts forward the construction concept of"1+X certificate system" in China combined with the specific construction experience of British vocational qualification certificate.In the fifth part,the paper puts forward some policy suggestions or reform measures for the construction of Chinese vocational qualification certificate on the basis of summarizing the experience of the construction of British vocational qualification certificate.
