Along with the deepening of the reform of our country economy,the social sector also produces important changes. In urban community management system, the traditional unit system has collapsed and the community system becomes the new management mode. Then the city community construction becomes the focus of attention.However, most current researches stay on the macro community construction, and less concern on the process of some internal organizational power interaction in community. This paper is founded around the build of the community service station ,and then describes the power of community. Through the case study method and combining with document material analysis, in-depth interviews, the author found that X community has developed a new-type community power structure distribution called "a core of leadership, two social service system", which is relying on an community party organization as core, community autonomy organization as the basis, the community service station as a supporting institution. And in community service station intervention process, the author found that the service station and community different power subject exist mutual conflict and cooperation relations, and finally in the streets government's strong reform, the school specialized service supervisor knowledge support and community service station own efforts, the community service station successfully rooted in the community and gain a foothold. This paper hopes the microcosmic view of investigate the existing urban community power can compensate for the current research deficiencies and can provides for the broader perspective in urban community research, for abundant empirical data in urban community research theory construction.
