Studies On The Differentiation Of Power Structure In Urban Communities

Urban communities in our country have developed rapidly since the reform and opening to the outside world. They have become the focus that social public pay attention to, with their social status and function being outstanding. Because system reformed and industry of our country turned a track, the social function of business enterprises and units was transferred to communities. The communities have become the stable key of our basic society. To promote cities' stable development and raise residents' living level and living qualities in cities, the City Community Construction is being carried out and expanded in our country, whose main contents are expanding community service, developing community hygiene, prospering community culture, beautifying community environment, strengthening community public order and building up sound community organizations. To strengthen community construction is the important contents of insisting party's mass line, working well the crowds' works- and strengthening political power construction of grass-roots in new situations. Party and nation give it the value of height. Currently, the City Community Construction of our country has had some successful experience, but it's still in a beginning stage. Much more problem has appeared during the community construction and development, which are needed to be resolved.This article selected Community JB, Jinhua city of Zhejiang as the site of investigation and study. We studied the cause, process, the influence and function of differentiation to the communities' construction and development, trying to find out useful ways and systems of constructing new power order on the basis of differentiation by means of field investigation, with the study vision of social differentiation-integration theory, and with the tool of analysis of construction-function theory.After studies we discovered that the power structure in urban communities has split apart. Party organization, estate management organization and home owner committee have appeared in turn. The main cause of the differentiation of power structure in urban communities is the awakening of community members' main body consciousness and their interest appeal, the development of urban communities, the reform of city administrative system and the construction of interrelated systems of our country.Everyday concerns in communities are finished by power organizations together after the differentiation of the power structure in urban communities. The level of community service has increased obviously, satisfying community members' kinds of needs. Parts of communities were much closer than the past. The organic integration degree has an increase. To certain degree, community construction and development have been pushed forward. But some problem appeared during power organizations' interaction, which influenced the formation of new power order and obstructed and deferred community development.At last, I studied the problem appeared during the differentiation of power structure in urban communities and wrote down my own thinking and the viewpoints. The job scope of power organizations in urban communities is not clear. Actually they are often out of their positions. The government management and community autonomy often deviate from the rules. The community development is the result of both community differentiation and community integration.
