Our Country Of The Management System Reform Of The Internal System Change

Three decades of reform and opening up in China is the perid of rapid developmentof China’s higher education, and is the most complex and changeable period of internalmanagement system reform in universities, which has been the focus of attention of thewhole society. Whether the internal management system reform is success or failure, itwould directly impact on the development of the universities in China. Now the reformhas entered the stepped-up stage, it is necessary to review what we have done and toprospect how to continue the reform.In this paper, based on the system change theory and organization managementtheory, and by literature and history research, from the perspective of institutionalchange, the history of the internal management system reform in universities duringnearly30years is summarized, which includes the leadership development, theadjustment of organization structure, the autonomous enrolment of university, thereform of personnel system and the logistics socialization.The current problems in the internal management system reform have beenanalyzed, and based on this, six suggestions for deepening the reform of the internalmanagement system are put forward in this paper.This thesis consists of five parts:In the first part, the research background at home and abroad is intruduced, thepurpose, the significance and methods of this study is clarified, and the concepts ofhigher education, higher education management system are defined.In the second part, the theory of institutional change, the organization managementsystem and the organization innovation theory are defined, which belong to thetheoretical foundation of the internal management system reform in universities.In the third part, the historical process, including of the policies and regulationssince the founding of our country, and the system change analysis of the internalmanagement system reform in our country are expounded. The five aspects of theinternal management system reform are summarized. The main problems existing in the internal management system reform areanalyzed in the fourth part, and six proposals for the internal management systemreform are put forward in the fifth part.
