The reform of higher education management system is a very important and critical content in the reform of higher education in China. The extension of higher education management system is very broad, and it includes all aspects of higher education management. The higher education management system referred to in this article refers to the core of the power relationship between the competent government department and higher education institutions.Due to the important status and prominent features of higher education itself in society, changes in the management system often directly affect and determine changes in other areas of higher education, and the results and problems of higher education reform and development also exist. Both have a very close relationship with the reform of higher education management system directly or indirectly.Higher education management is an important social issue that involves a wide range of areas. It is an important field for the study of pedagogy, management, and public policy. It is a systematic analysis of the path of its development and development. It is a rational analysis of the course of change and the development of higher education management the necessary path.Throughout the history of the reform of China's higher education management system since the founding of the People's Republic of China,on the one hand,it has achieved significant results, but on the other hand,it has been difficult to deepen. There are still some outstanding problems, such as the unknown motive force for the reform of the higher education management system, the rigidity of the reform methods, and the corresponding changes in the process Supporting measures are incomplete. In the previous research on the reform of higher education management system, the emphasis was placed on the research on the reform process and functional transformation of the macro system of higher education management, which could not fundamentally solve the underlying causes of the crux.To achieve institutional innovation under the requirements of the new era,to a certain extent, the research on China's higher education management system is required to develop in a multi-angle and multi-disciplinary direction.According to the new situation facing the reform of the higher education management system, the need to further deepen the reform of the higher education management system in China is becoming increasingly urgent. In view of this, this article systematically sorts out the reform process of China's higher education management system since the founding of the People's Republic of China. It attempts to use the theory of institutional change in the new institutionaleconomics to analyze the elements in the process of change.Researches in other aspects have analyzed the deep-seated reasons for the reform of China's higher education management system at various stages.Based on the summary and analysis of the past 70 years of China's higher education management system reform experience,on this basis, put forward suggestions for continuing to improve the higher education management system reform in the future. This article summarizes and summarizes the changes in the development of China's higher education management system since the founding of the People's Republic of China.Based on the theory of institutional changes, this paper studies the development and characteristics of higher education management systems, and obtains an in-depth,comprehensive and scientific research framework.Analyze and explain the institutional motivation of the changes in China's higher education management system within a theoretical framework that is compatible with economic and social development;due to the limitations of the overall institutional environment, the reform method generally chooses progressive change, and the path of change is mainly compulsory; The concept of change was affected by rationalism in the early stage, which led to the inflexibility of the higher education management system.Later,it was gradually humanized and opened by the influence of humanistic thoughts.By carefully combing and summing up the 70-year history of the reform of the higher education management system, analyzing and explaining the institutional motivations and paths of institutional changes in China's higher education management system, summarizing experiences based on a systematic analysis of the process, and combining China's current stage of politics, economy, and culture Such as the actual situation in various aspects, thinking about deepening China's higher education administrative management system, rational reflection on the existing system reform methods and values, and looking for ideas and solutions to problems. This paper argues that in the future, the direction of China's higher education management system reform should continue to be compatible with economic and social development and compatible with the socialist market economy;the power of each power subject must be clearly defined in legal form;mandatory changes should be adopted The combination and transformation of changes and induced changes to accelerate the pace and process of change;increase the support and supply of informal institutions in the process of change;establish and improve the benefit coordination mechanism and monitoring mechanism.
