Since the reform and opening policy, China's education has developed has achieved the huge achievement, Heilongjiang Province's education is makes brilliant achievements, but there are also unsatisfactory aspects, including an outstanding performance is a big gap between urban and rural education. National Education Science "The Fifteenth" planning issues—"China's Higher Education Equity Research, " task force released the findings show that China's gaps of the economic and social development are most clearly manifested in the gap between urban and rural areas, while the gap between urban and rural education in China was the most important and significant gap. As a major agricultural province of Heilongjiang Province, is also a populous provinces, the agricultural population not only in large quantities, but the proportion of the total population is also large, which shows that if the rural population education level is not improved, will affected the Heilongjiang Province's economic, social and cultural balanced development to a certain extent. Therefore, balance between urban and rural education in Heilongjiang Province to achieve the integration of urban and rural areas towards the direction of education is a priority that must be solved, which is the overall development of Heilongjiang Province has a significance not to be underestimated.With the spread of the global ecological crisis, the education ecology already became in the education modernization process an important issue. In this paper, use of ecological theory in the ecological footprint method, through data collection and calculations, draw conclusions, making integration of urban and rural education in Heilongjiang Province more eco-efficiency, thereby enabling the integration of urban and rural education development, allied the Session to propose "establish a comprehensive, coordinated and sustainable development concept", and "five balances" development strategy unifies mutually, achieve the Heilongjiang Province urban and rural education integration ecology development. This paper describes concepts of the ecological footprint and the integration of urban and rural education, in this based on analyzed the Heilongjiang Province urban and rural education present situation as well as the existence question, simultaneously has constructed integration of urban and rural education ecological footprint model, finally, according to theoretical analysis and empirical analysis concluded that, unifies Heilongjiang Province's actual situation, from the education ecology's viewpoint proposed that integration of urban and rural areas of Heilongjiang Province for the development of countermeasures optimization.
