In order to build a well-off society and new socialist countryside as a background of today's new era, China's rural education occupies a dominant position because of its widely distributed and the large number in the whole national education system. It bears a significant historical mission. So rural basic education is playing a important role of basic, guiding, and overall significance. Compared with the old China, the new China's rural basic education has scored brilliant achievements, in particular since the reform-and-opening-up, China's rural basic education has made an unprecedented development, the "two basics" goal realizing smoothly made outstanding contribution of the development of basic education of the world and laid a solid foundation for promoting China into a country with talented people. The most immediate motivation of promoting rural basic education development is the policies of Party and government in different historical periods. In the past 60 years, the rural basic education policies have gone through an extraordinary process, accompanied by the change of rural society and the national education policies, there are brilliant achievements, and also rough lessons. From a historical perspective back, summing up experiences and lessons for the future is the main purpose of this article.This article makes a panoramic view of research of rural basic education policy changes in New China with historical, literature research methods, combined with education, policy studies, and it is divided into four parts:The first part: clarifies topics of origins and values of this study, and reviews related fields of research, clearly defines core concepts of this article.The second part: divides the 60 years into five stages, and each carried out in order, so that, the main task and the results of each stage of rural basic education policy are to be clear.The third part: analyses the main factors of policy change affecting rural basic education, they are: the reform of rural socio-economic structural, evolution of macro-value-orientation of education policy and formation mechanism of education policy.The fourth part: integration different factors in the various periods, analyses the current policy of China's rural basic education. The main problems are: the low promotion of the role of rural basic education, the policy is unscientific and the lack of farmers'participation in policy-making. And also making solution ways: effectively strengthening the status of rural basic education, and protecting the input; improving the legal level of rural basic education; increasing farmers'participation level in policy-making.
