As the rapid advancement of the reformation in elementary and middle education, the elementary education of our country is faced with the change of the times, it is the change from"the examination education"to"the quality education", thus it demands our teachers keep pace with the times and promote their quality. But, the advance of the teacher ranks quality is due to raise the qualification of continuing education for elementary and middle school teachers. As the low quality teachers are mainly from the poverty-stricken area. So, pursue a model, which is suit for continuing education for elementary and middle school teachers in distressed area, is the urgent research in accordance with the low quality countryside teachers in the poverty-stricken area.From the existing study, our continuing education model study for elementary and middle school teachers mainly has three parts, one is the investigation for a certain model; the second is the innovation of some part in continuing education model; the third is the study of the present condition and problem in continuing education model; but there is almost no paper in structuring rural continuing education model for elementary and middle school in distressed area. So, this thesis aims to find the present problem of rural continuing education model and structure a model which is suitable for rural continuous education in distressed area and the teacher demands, the distressed area is similar to Suichuan County. This research object undoubtedly has positive role on the development and perfection of continuous education for rural primary and middle school, so it has its important theoretical and realistic senses.From the research method, the paper adopts qualitative method and quantitative method. In the basis of life-long education theory, professional education development theory and justice education theory, the paper chooses Suichuan rural continuing education for elementary and middle school as an example; systematically finds its problem and analyses its reasons in poor area, on this basis, this paper sets up the rural model combining with the present situation and demands of the teachers.The paper has five parts, except the first part introduction (omit) and the fifth part conclusion (omit), the other three parts are the main body. Among this, the second part is reviewing the domestic and foreign continuing education model categories for elementary and middle school in order to establish theoretical foundation for the following article; the third part is realistic study part, firstly it analyzes the general situation in Suichuan, then represents the scheme and design of questionnaire survey and the results, finally analyzes the problem and reason in Suichuan continuing education; the fourth part systematically discusses the choice and innovation of rural continuing education model, above all, it discusses basic principle and theory foundation of continuing education model to make the model more basically and scientifically; then it combines the needs of the teachers and the present situations in Suichuan to suggest a continuing education model, namely"school-basic and focus and long range"model. The thesis makes an analysis for its practical use and makes acts to carry out this optimized model.In compared with the past research, the innovation of this paper mainly is implementing the optimization of continuing education model for the rural elementary and middle school teachers and putting forward"school-basic and focus and long range"model which is suitable for the rural primary and middle school in distressed area; because of the limited time and energy, it does not study the continuing education model of other rural area, this shortage causes the conclusion of this thesis hardly has extensive application value.
