Study On The New Mode Of Ecological Environmental Governance In The View Of NPO

With the developing of economic and social progress, there is growing awareness of the importance of sustainable development. Ecological environment governance has become a general area at home and abroad. China is a large population and relative shortage of resources, the ecological environment is fragile inherent so with the rapid economic growth and increasing population, improving the ecological environment has become a very urgent task. The development process for the conflicts and contradictions in the reality of environmental degradation, the government vigorously promote the implementation of public policies related to an attempt by the control means to achieve sustainable development, but the results are poor;In economic theory, as another subject the firms motivation and performance in voluntary environmental projects need to be improved, to overcome free-riding; Because of the weak consciousness of our citizens and the lack of participation in the initiative and enthusiasm, the idea that environmental protection is not yet a consciousness of most public managers and can not be consciously maintain their social value. The non-profit organization is the core of modern civil society, which effectively remedies the market mechanism and the inherent weaknesses of the government mechanism, as a connecting bridge between the public and decision makers is playing an increasingly important role. Therefore, the ecological environment treatment in this complex area must give full play to the mechanism of non-profit organizations leading role in the diversification.In this paper there are some methods, for example political science, economic and sociology theory, from China's ecological environment treatment in practice starting to build a resource-saving and environment-friendly society in a new perspective. Includes five parts:first research status background and significance; second describes the concepts of ecological environmental governance, which give the next step of a new model of ecological theoretical foundation; third discusses the theory of non-profit organizations, and analyzed the market failure and government failure non-profit organization how to play the leading role of governance under the theory of ecological environment; again, non-profit organizations proposed measures through the current environmental governance in the current situation, problems and causes; fourth recall the mode of the ecological environment;finally, the core of the full text, non-profit organizations and through research government, business and give the public the relationship between the orientation, which proposed to build the China's new model of ecological environment governance theory to explore-to participate in diverse ecological environment of the main governance mechanism.Ecological environment of the regulatory needs of ecological environment subject to the development and implementation and environmental management philosophy also requires environmental governance body to promote,the ecological environment management of the main effort determines the eco-environmental management performance, determines the goal of governance to which can be achieved. The guiding role of government, business, voluntary participation, and environmental awareness of citizens need to be excited under the non-profit organization. This shows that optimize the relationship between the new models is the core value of this study.
