An Analysis Of The Impact Of Non-Profit Organization's Autonomy On Organizational Performance

With the growth of nonprofit organizations(NPOs),it has made a useful contribution to maintaining social fairness and harmony and promoting the development of China's socialist market economy.But non-profit organization's social function is not enough compared with the more perfect of market economy and the governance capacity of nonprofit organizations should be improved.According to the survey,45%of the charitable foundations have the problem of shortage of donor income,independence and autonomy.This article from the perspective of autonomy of non-profit organizations summarize the theory related to the governance of non-profit organizations on the basis of theoretical research on NPO autonomy concept.In this paper,the public welfare fund is chosen as the representative.Through the collection of annual report and other data of 200 public welfare fund from 2010 to 2015,based on the external performance of the two aspects of decision making and operation that the proportion of the official background of the Council and the proportion of non operating expenses,this paper constructs a model of the relationship between the autonomy of public welfare fund and other independent variables and organizational performance.This study found that the proportion of the public welfare fund,which has nothing to do with the purpose of the higher proportion of the business,the lower the donation income of the foundation,the two have a negative correlation and the more the official background of the board of directors of the foundation,the lower the donation income.A large number of official background staff part-time in the Council of public welfare foundation that is not conducive to the improvement of organizational performance.In this paper,we should speed up the reform of the appointment mechanism of public welfare fund,improve the appointment mechanism of public welfare fund,and coordinate the relationship between the government and the public welfare fund.The duties and responsibilities of the members of the Council should be clear.In order to ensure that the public welfare foundation in the sun independent and play its role in the market failure and government failure when the role of public services better,the public fund business activities of the information disclosure system and supervision mechanism should be constructed as soon as possible.
