Head-teachers are the organizer, leader and educator of the class. Head-teachers' professional development levels can restrict the quality of their work. Schools are the bases of head-teachers'growth and development, school management plays an important part in the construction of head-teacher teams and their professional development. So the research on school management to promote the head-teachers' professional development has current significance and theoretic significance.Author made the definition for head-teachers'management and professional development, sorted out the reference materials and diagnosed the situation of head-teachers'management in Q District. Author used a questionnaire to investigate 122 head-teachers who are from 12 schools in Q District and interviewed 8 education managers and 8 head-teachers in order to know about the problems of the school management and find out the ways to improve head-teachers' professional development.The head-teachers'team in Q District has the situation:women teachers are more than men teachers; more than half of the head-teachers are very young, they have worked as teachers for only one to six years; most head-teachers are major subjects' teachers. School management mainly includes selecting, training, prompting and evaluation. Schools often designate teachers when they select them; on head-teachers' training, the forms are single and have no pertinence; on head-teachers'prompting, schools regard the material and neglect of the spiritual, mainly adopt the form of an average; in the head-teachers'evaluation, the schools place emphasis on class and don't use evaluation to promote head-teachers'professional development. According to the reflection from the head-teachers, school managers'some senses are wrong, the measures are not enough, so the effect to promote head-teachers'professional development are not good.According the research, the reason is that school managers don't know the meaning of head-teachers'professional development clearly, they are also devoid of the research of management measures, the head-teachers don't form the way of self-development. To promote head-teachers'professional development, author puts forward measures including changing the ideas of management, restructuring administrative system, promoting the self-development of individual head-teachers. First, school managers should know head-teachers'professional development and train professional identity; they should learn "people-oriented" concept of development and create the ambience. Secondly, schools should innovate the employment system to elevate the quality of head-teachers; they should improve the training system to promote the quality; they should improve the morale of the mechanisms to arouse the power of development; they should reconstruct the evaluation system to lead head-teachers'professional development. Moreover, schools should arouse the awareness of head-teachers'self development to activate their independent development initiatives; to help head-teachers to make their development planning to establish the independent development vision.
