"Decision of the State Council on Basic Education Reform and Development"emphasizes the guiding ideology of health first to improve students'physique level which must be implemented in basic education. Since the new course standard began to carry out, the original teaching methods and patterns have had difficulties in adapting to new standards, which enviably requires that physical education teachers in middle school should strengthen the training of their own fundamental technology and cultural quality in order to adjust to the reform of new curriculum standards. However, the training form of post-employment is single and training content is too old. The explanation is that post-employment education mainly involves politics learning while the subjects such as psychology, pedagogy are auxiliary. Also, its training content has little to do with special skills and course reform. This kind of training reform is very far from the request of the new course reform, departs from the guiding direction of new curriculum standards, hardly meets the need of physical education teachers'longings for new knowledge, and slows down the pace of knowledge updating. In response to this, the post-employment training strategy has to be modified and strengthened with the hope of forming a group of high-quality middle school teachers and making the strategic aim of the current basic education reform come true. Education of Qin-ba mountain area is the key component of Shaanxi province. Its teaching staff, software and hardware facilities are the weak points of the whole western education. To improve the educational quality of Qin-ba mountain area and speed up the reform and development of western education, a group of teachers have to be well equipped with high qualities and professional abilities, which is associated with ups and downs of the western education. Since the factors like geography, transportation and economy have great impact on Qin-ba mountain, the middle school teachers here are faced with many problems that must be solved. In this way, the paper regards the educational experts, administrative leaders and PE teachers as the studying objects, makes use of documents, interviews, paper investigation, and statistics. It mainly analyzes the present situation of post-employment education, puts forward the corresponding countermeasures and makes the following conclusions:1. Generally speaking, PE teachers at the provincial key middle schools in Qin-ba mountain have stable thoughts and better moral qualities. A majority of PE teachers are equipped with strong reform and innovation consciousness, can study hard according to the curriculum content to remedy defects and keep up with the health reform. It is worth our special attention that comprehensive abilities of some teachers are poor, which can be centrally reflected on the severe shortage of teaching reform and innovation abilitiy, personnel organization and management ability, modern technology application ability and the teaching and scientific research ability. Nowadays, it seems very significant to strengthen the levels of computer application and improve their foreign language. Trying to improve the physical theory of PE teachers, putting the theory into the practice, studying and grasping the modern teaching methods and techniques, improving their own ideology of voluntarily devoting to work are the abilities and qualities that modern PE teachers have to possess.2. Shaanxi province has put the post-employment education of PE teachers at the provincial key middle schools into a formal educational plan to improve the comprehensive abilities of PE teachers. But it is not enough. Firstly, the post-employment education form is single and the proportion of teachers accepting short-term training and self-teaching is small. Secondly, the teaching staff who are engaged in post-employment education lack concern, familiarity and also the research work on how to understand and grasp the frontier subject knowledge is not enough. At last, the course setting of post-employment education of PE teachers at the provincial key middle schools is unrealistic.3. The post-employment education of PE teachers at the provincial key middle schools is faced with so many problems. The urgent task is to update the educational ideology and perspectives of PE teachers and chief managers at school, intensify the training of PE teachers to get a correct understanding about the new curriculum standard, to try to innovate and gradually improve the present training pattern of post-employment education to satisfy the teaching need of different cultural levels and ability structures.
