Constantly improved talent public service system,strengthen the service functions, enhance service capability to meet social progress and economic development and people's increasing public service demand, become talents in implementing "talent powers" strategy, the important content of building a service-oriented government. In quite some period in history, the government become a talent the dominant force in the supply of public service, the government hr service organizations play talent resources role of main channel of marketization disposition. Along with our country market economy system reform and accession to the WTO, private, Chinese and chinese-foreign joint etc private hr service organizations are constantly emerging, and with its relatively rich service experience, comparison advanced management method, comparative abundant management resources advantage, and government hr service organizations formed gradually comprehensive competitive situation.
