The equality of basic public services is one of the most important content in thetwelfth five-year plan. Along with rapid urbanization, community-based governance isbecoming the mainstream of urban grass-roots management system. Sports public service,as a basic and important part of the public service system, gets increasing social attention.Therefore, how to provide sports public service in an efficient way becomes a significantissue in practice. Nowadays, there is a unanimous consensus that a diversified servicesystem for mass sports service supplied by the government, non-profit sports organizationsand individuals, for-profit sports organizations and individuals. This thesis proposes that theinteraction between supply subjects is crucial to realizing effieiency. Based on this, theresearch studies the relationship among supply subjects.Based on literature review, this thesis discusses the effective supply of public servicesfrom the viewpoint of network governance combined with the concrete characteristics ofsports public service. Firstly, grounded on the related research, this research puts forwardthat the key link to realize effective supply is through multi-subject participation under theexisting supply model. Then using the network governance theory to analysis multi-subjectcooperation networks, and demonstrate the possibility and necessity of this research design.After that, drawing two independent variable factors, relationship quality and interaction,by discussing the current supply method. Then put forward the stability of networkgovernance as the performance indicator of sports public service. Finally, the relativityamong the variables was discussed in the course of hypothesis testing.There are six chapters in this thesis. Chapter one sketches the background of sportspublic service development, research purpose, research framework, meaning and basicinformation about the places under investigation. Chapter two inducts the networkgovernance theory and discusses the feasibility and possibility of network governance inthe supply of public sports service. Chapter three explores the relations among supplysubjects in sports public service and carries out a theory basis for empirical research.Chapter four and five puts forward relevant hypotheses, constructs correlation models, andtests variables into a questionnaire. The final chapter is a conclusion of the whole researchand prospects for related research.
