Research On The Supply Of Basic Public Services For Migrants In Shanghai

By reviewing the urban development in our country since the Reform,our public service level and the total supply quantity have drastically improved compared to the past.It is now a common consensus of the governments at all levels to enhance public service as high quality public service helps to promote urban development.Thus,building a service-oriented government becomes the aim of repositioning the governments' administrative function,which was explicitly stated by the state council in 2002 for the first time.This aim requires that the governments provide their basic public service functions to all citizens of various identities with no biases.This is especially important for the floating population as basic public services protect their rights and interests at a primary level.It is a requirement and a manifestation of the people-foremost philosophy.To achieve this,the governments need to make further transformation and adjustments to the structures,content and supply model of our public service system,making sure that the floating population receives effective and efficient public services.This paper discusses about ways to improve the supply level and quality of basic public service for floating population in Shanghai Jiading District.Firstly,it presents an overview of the current situations of basic public service both in China and other countries as well as theoretical evidences related to delivering public services.It outlines the importance and necessity of providing basic public services to the floating population.The second section focuses on analyzing the present states and deficiencies of the basic public service for the floating population in Jiading District.The analysis is given through three different perspectives which includes: 1)the public services provided to the floating population in the areas of social equity and legal rights protection,labor rights and professional development and children's education;2)Satisfaction level on public services based on Maslow's hierarchy of needs;3)Satisfaction level on public services according to PDCA cycles.Lastly,the paper presents suggestions on improving the public service system through the following measures: upgrading the governments' understanding,enhancing the public service system,improving the basic public service supply to the floating population,actively involving the floating population in planning public services,narrowing the gap between the governments and the society in collectively managing the districts,as well as building professional development models for the floating population with employment needs.It is hoped that this paper,by using Shanghai Jiading District as an example,will provide insights and evidences to other districts to develop their ideas and practices in building a harmonious socialist society.
